[Kde-extra-gear] [PATCH] Minimum version of KDE for extragear/libs

Hello,

While working on a KIPI plugin, I decided to make use of KConfigXT. It wasn't 
working: ./configure kept setting the KCONFIG_COMPILER variable to '' instead 
of '/usr/bin/kconfig_compiler'.

After quite some time banging my head on the wall, I discovered that you need 
to set the minimum version of KDE to 3.2 for ./configure to set the 
KCONFIG_COMPILER variable correctly.

Attached patch set the minimum version for extragear/libs to 3.2. Is it ok to 
commit?
