[Kde-extra-gear] DataKiosk release: string freeze until March 16th

Hey All,

After careful consideration I decided to make a new release of DataKiosk on or 
about March 16th.  I'll do my best to freeze the new strings until then, but 
this is an employer driven project so we'll see how we do.
