Josh,

Some comments from a user of KDE software who is not sure of the 
intended use case for LabPlot.

1) NASA does have an open source program, https://code.nasa.gov/#/guide 
it mostly addresses release of software primarily developed by NASA, but 
maybe there is also expertise on using and contributing to software 
primarily developed elsewhere?

2) A number of companies do build upon open source software and have 
experience with enterprise support of open source software. LabPlot is 
included in a number of linux distributions:
https://labplot.kde.org/download/
Suse, Ubuntu and Red Hat offer enterprise support for these. Computer 
hardware companies also distribute hardware with linux and an 
installation of the KDE desktop, and may also address some of your 
concerns. Finally, in addition to primary contributors and maintainers 
of LabPlot, KDAB ( https://www.kdab.com ) does provide support services 
for QT upon which many KDE applications are built.
