Hi Kartik,
You've already taken the first step: announcing that you want to do something.
The second step is probably setting up some development environment. You'll
need the ROCS source code, from https://invent.kde.org/kde/rocs, and take a
look at the ROCS site, https://kde.org/applications/education/org.kde.rocs ..
I remember Tomaz setting up some documentation for getting started, but I
can't find it just now.
Take a look at the archives of this mailing list, because there have been
several people starting ROCS development recently, and there's a few gotchas
(that's why Tomaz was writing documentation).
