should libcantorlibs really be a public library

Ahoy,
I am looking at the debian packaging of cantor right now and noticed
that it doesn't actually package the headers, nor the .so symlink of
libcantorlibs.
It makes me wonder whether the library really should be public at all?
Usually when debian gets away with not packaging the headers/symlink
it's a good sign of the library not being used by anything so it could
be made private. Privateness having the advantage that one doesn't
have to care about ABI compatibility (respectively bumping the
so-version accordingly).
Thoughts?
