Yes, this is correct. However, after reading the comments in the bug report, I 
find out that this is by design.

I must say that as a user, this behaviour is totally non-obvious to me, and 
really both a lot surprising and a little irritating. The natural thing would 
be to fill as much of the available area as possible - just like the bug report 
suggests.

You could be right; I haven't looked at the code.  But yes, it does sound like 
something like that would be the solution.
