There is no such a thing "simulator". You can use an emulator though.
The Android SDK has an emulator. As for the latest release, it runs
virtualised on x86 (on Windows and Mac - it has already been added for
Linux in a previous tools release) for speedup. Unfortunately the
emulator is slow enough if you use tablet configuration. If you
emulate a mainstream-spec Android phone, it might be okay, I guess.
The google-provided android emulator uses QEMU for ARM though.
