It definitely works on Linux, you can even choose a script language that
is different from the application language, using the Script language
menu, and KTurtle will translate on-the-fly. But I am not sure about
KTurtle on Windows. Something to ask on kde-edu list (cc) or kde windows
list, maybe?
Patrick, did you try running KTurtle on Windows? How localization works?
I know that on Linux you can use something like
KDE_LANG=pt_BR kturtle
to launch KTurtle in another language (when running on an English
desktop for example), and then Portuguese will be available in the
Script language menu as well.
