[kde-edu]: Slovak, Czech and Russian keyboard layouts for KTouch

New keyboard layouts for KTouch:
Slovak qwerty and qwertz
Czech qwerty and qwertz
Russian basic

Files cz.keyboard, ru.basic.keyboard and probably also ru.keyboard are not
necessary anymore.
