I cannot speak on behalf of KDE or KDEEDU or the artist, this is my personal 
opinion.

Looking at the 

http://websvn.kde.org/trunk/www/sites/edu/contrib/graphics/renaud/tv.jpg?view=log

it seems annma added that file in 2003. There is no copyright notice, so it is 
most likely LGPG, GPL or artistic-licence.

Annma: Do you remember details?
