You can find it at svn.kde.org/home/kde/trunk/www/areas/edu/news.rdf

Not sure about the access; if you don't have commit priveliges for 
www/areas/edu, I'm sure it's just a matter of asking the right person 
(webmaster AT kde.org?).  In the meantime, you can post patches to the list.
