There is a stringfreeze for the sourcefiles, but not for the translations. 
i18n can always be improved, even for KDE 2.2 if you want :) I doubt there 
will be another KDE 3.3 or 3.4 release but distributors usually pick up all 
patches, so improving at least KLation from KDE 3.3+ should be a good idea.
