As i know KVerbos helps in learning Spanish verb forms. Spanish is quite 
systematic with this ;-) I don't know of an application helping in this 
special task for other languages, sorry.

To learn words you can use KVocTrain (http://edu.kde.org/kvoctrain/) or 
FlashKard (http://edu.kde.org/flashkard/) or KWordQuiz 
(http://edu.kde.org/kwordquiz/) as (simple) vocablulary trainer.

For KVocTrain there are some vocabulary data files on the mentioned site.
