There is/was a project called kartographer that you may be interested in.  
>From the website (http://www.kartographer.org) you can see it is already a 
detailed, zoomable/scrollable map of the globe, and that he has plans to add 
educational features.

Unfortunately, there's no code download link at the site.  I tried to contact 
the author at one point, because I was interested in using his openGL stuff 
in my program, but I got no reply.
