Hi,

To apply these formats globally across your system:
1. Open System Settings.
2. Navigate to Region & Language and select Formats.
3. Under the Time or Time Format category, look for a region/country that 
natively uses the 24-hour clock and your preferred date layout (for example, 
United Kingdom, Germany, or select the C locale for exact configurations).
4. Click Apply in the bottom right corner.
5. Log out and log back in for the changes to fully update everywhere, such as 
the lock screen.
