Both links work fine for me, taking me to different versions of the same
content.  The help: link uses khepcenter to access (I think( a local file, and
the https: link uses the docs.kde.org to dispaly an html page, which I'm pretty
sure is auto generated from the same source that was used to generate the other
page.  If the help: link does not work for you, then perhaps you are missing a
package, although the specific one would depend on your distribution and how it
packages kde documentation.
