In a tip section of the window decorations page there is a dead link that is
pointed to with a red arrow

SUMMARY
There is a dead link. I was helping a user rice KDE plasma and they went into
the help center to look for stuff related to window decorations and they saw
the link to a tutorial and clicked it and it went nowhere.

STEPS TO REPRODUCE
1. Open help center
2. navigate to window decorations under System Settings Modules
3. scroll down to the link in image and click on it

OBSERVED RESULT
A 404 webpage.

EXPECTED RESULT
A valid webpage to be pointed to or if the webpage describing said thing no
longer exists to get rid of said link.
