Accessibility settings in system settings -- does not match the docs

There's a couple of issues I'm having with the docs for accessibility.
First, the boxes that can take timing numbers only take 1 to 99. They
do not take 500, or 800, etc -- and they are not labeled for time
units. Just "Duration: [ 50 up/down]"
Bell has "Audible Bell", and "Custom sound", but nothing for "use
system bell" -- and even with audible bell enabled, there is no sound
played unless I select a custom sound file.
The modifier Keys section does not match the displayed items. The
"disable when two keys are held down" and "ring system bell" options
are not mentioned.
** The Entire Activation Gestures section does not exist on my config
program! **
There is no setting anywhere for disabling these:
> Here you can activate keyboard gestures that turn on the following features:
Mouse Keys: Press Shift+NumLock
Sticky keys: Press Shift key 5 consecutive times
Slow keys: Hold down Shift for 8 seconds
All of those are perma-ons that I can not disable at all.
