As I understand, the indexing (transfer) does not happen when the links are
clicked on the TOC. Reproducible workaround is to use the sidebar, then it
properly indexes and imports the contents of the help file, and the TOC is
properly navigable.

Maybe the solution is to index everything on the application first run, so that
everything would be working.
