I'm using Manjaro/Debian Buster and Ctrl+M open "More effects" dialog.

Applications (Manjaro): 20.08.2
Applications (Debian Buster): 18.04.0

Hermann. You can edit ~/.config/kolourpaintrc manually.

Change the line:

MenuBar=Disable

to

MenuBar=Enable
