Date and time configuration

Hello,

Y'all write "you must have system administrator (root) access to change 
the system date and time".

Does this mean being an effective UID 0?

I am a member of wheel to be able to su, but that seems not to cut it. 
It would be helpful to mention the command to run as root, or whatever 
it takes.
