Removal of this docbook was requested by the kwin maintainer martin, see
https://git.reviewboard.kde.org/r/124436/

X-DocPath points to the userbase page you mentioned, therefore the Help action
should open the userbase page.
But that seems to work only from the standalone KCM, not from KHelpcenter or
from Systemsettings
