[kio-extras] doc/kioslave: update network, smb, thumbnail ioslave docbooks

update network, smb, thumbnail ioslave docbooks

bump date + releaseinfo
network: use double slash (//)
smb: fix systemsettings modul, remove para about really old samba version
thumbnail: add dolphin, fix link to sources
