We have different kinds of entities used for different purposes:
1) Entities defined in kdoctools
Only for entities used in docbooks of several applications
1a) https://cgit.kde.org/kdoctools.git/tree/src/customization/entities/
general.entities
with entitiy &frameworks;
These entities are untranslatable
1b) https://cgit.kde.org/kdoctools.git/tree/src/customization/en/user.entities
with entities &kde-frameworks; and &kf5-full;
These entities are translatable
2) Entities defined in the header of index.docbook
For entities used only in one application
2a) Untranslatable entities like <!ENTITY foo "foo">
2b) Translatable entities like <!ENTITY i18n-bar "bar">
I guess you wont to use this entity in the katepart docbooks, so you could use
a translatable entity defined in katepart/index.docbook like e.g.
<!ENTITY i18n-sincekdeframeworks "Since: &kf5-full;">
