/usr/share/doc/HTML/pt_BR//systemsettings/index.docbook should work exactly as
the proper path.

Can you please share more details, like the version of the KHelpCenter (5.8.7
is not a valid version), I suggest to check the version of the rpm package too,
and the version of the Frameworks packages (like kdoctools).
