Sonnet for example installs similar tools 'parsetrigrams' and  'gentrigrams' also unconditional. On opensuse they are packaged as part of the development package. see https://build.opensuse.org/package/view_file/KDE:Frameworks5/sonnet/sonnet.spec?expand=1 line 134,135.

If this is an absolute nogo there would be still the choice to use a specific configure time switch like INSTALL_ALL or similar ?
