Window Decorations Downloads?

Hello:
Wondering why 'Windows Decorations ...' downloads doesn't work any more?   See people talking about this problem on the internet but there seem to be no solution.  'Themes' and 'Cursors' still connects and works.  Just the "Windows Decorations..." that is broken.  

I'm running Mint 17.3 KDE
