Sorry for the late reply. Unfortunately you did address your question
to a mailing list aimed at the documentation writers, which is not a
support mailing list (kde at kde.org or the forums at
http://forum.kde.org would be a better choice for that).
Anyway, to answer your question: the system wide time settings should
not be made in the clock applet, but in the system settings -> System
administration -> Date and time. Please also check if you have ticked
the UTC in the clock applet, as you can define more than one time zone
in the applet.
