Probably ~/.local/share/korganizer/std.ics, but if I'm not mistaken when an user tries to add local resources, the dialog that she gets asks for the path to the file or directory. I would remove the reference to the name of the file (if devs agree)

iirc free/busy works with certain type of calendars (google calendar supports it), but I'm not sure if they are still visibile in that section.
