[kde-doc-english] Kate editor doc: no info about how to display the "Main Configuration Dialog"

Thanks again.
The cause of the problem was that some of the menu items were not shown.
I listed all the ones visible in my previous mail.
Anyway, resetting the toolbars (?!?) brought the missing menu items back
including "Configure Kile".
