Known issue, you need KDocTools 5.13. That's why the documentation (now in
kde-workspace, both trunk/kf5 and stable/kf5) is disabled for Plasma/5.4 and
it will stay disabled until Plasma will depend on Frameworks >= 5.13.

You see the pot file because the extraction does not check whether the
directory is enabled through cmake rules or not (i.e. it always extracts the
strings).

So tl;dr: don't regenerate that documentation in stable branch for now.
