This works here with Kubuntu 12.04 with kde 4.11

You forgot to add the info about your kde version.

The kde helpsystem does not have top level items "Tutorials -> Quickstart
Guide" or 
"The KDE FAQ" since a long time, your kde version seems to be really old.
