[kde-doc-english] Switch from huey to library for doc generation

Last week the generation worked fine, apparently. Could you please take a look
to docs.kde.org just to be sure? If it still looks fine after this Thursday
regeneration, I will tell sysadmin that they can retire huey.
Burkhard, did you receive the email from library with the rsync log?
