I found this, however there were no answers to your inquiries?
By merge, you mean combine the two files into one named 
importexport.docbook ?
Sections could include:
Email handling use cases:
1)Import
2)Export
Settings handling:
1)Import
2)Export

And if an external program is called eg.. kmailcvt provide a link to that 
docbook rather than duplicate the info.. correct?
