After network failure (specifically a powerfail on router) netowork management
icon shows connected status but clicking on Wired connection only shows
"connect".  When selected the network is disconnected for a bit and then goes
back to connect selection rather than given statistics panel.  It is like it
does not know the system reconnected and it still thinks it needs to connect. 
I am running on a laptop and thus the batter keeps the system tinning all
equipment downstream is on mains and thus fails.

Reproducible: Always

Steps to Reproduce:
1. System up an connected to network
2. Power fail on router 
3. Cannot get to natwork statistics without reboot
Actual Results:  
kill power on router (or our electric company does so)

Expected Results:  
network management should know that the system reconnected.  and thus does not
try to reconnect and fails

This is a complete clean reinstall on Kubuntu 13-10.  Preiously on 13-04 where
the network management icon knew that the system reconnected.
