The documentation that is packaged with KDE applications is mainly for  
users.

Please refer to http://techbase.kde.org/Welcome_to_KDE_TechBase for the  
informations about development. TechBase is widely mentioned in KDE  
handbooks. If you found a handbook where it is not, please send us some  
data on this handbook.

There is also a specialized KDE Developer's Guide that you can obtain as  
epub, PDF or printed copy:
