[kde-doc-english] Do we need index.cache.bz2 in the release tarballs?

In the tarball creation process we have some code that "compiles" the docbooks 
to index.cache.bz2 by running meinproc.

I have realized that even if the tarballs contain the fail, when i compile the 
tarball it creates it again, hence my question to the three lists.

Does anyone know a reason why we need the files to be pre-created at "release" 
time?

Can we just skip that step while packaging?
