[kde-doc-english] Documentation Status and Todo's for 4.11

Yeah, I'll just copy and paste the dictionary part to git and throw
away the rest when it's ready.  Nothing else was changed in
branches/work/doc that I know of.

Speaking of that, I got quite a bit more done with the Visual
Dictionary but I can't commit it because SVN is down.  :-(
