[kde-doc-english] How to Be Superuser ?

The Dolphin file manager should have an option to turn on superuser to
allow copy i.e. to turn on the menu options to create new and place (item)
when looking at root/usr/local

The Dolphin documentation should also explain how to become superuser to
override that menu block.
