Code says:
kmmainwidget.cpp:3043:    if (KStandardDirs::findExe("kaddressbook").isEmpty())
kmmainwidget.cpp-3044-      action->setEnabled(false);

So either you do not have installed kaddressbook or the executable is not 
found.

We should add that to the documentation I guess.
