You are right, I overlooked that, sorry.

So we would need something like:

kdeutils/doc/kdf/ (svn) -> kdf/doc/manual (git) with CMakeLists.txt:
kde4_create_handbook(index.docbook INSTALL_DESTINATION ${HTML_INSTALL_DIR}/en 
SUBDIR kdf

kdeutils/doc/kcontrol/blockdevices/ (svn) -> kdf/doc/kcontrol (git) with 
CMakeLists.txt:
kde4_create_handbook(index.docbook INSTALL_DESTINATION ${HTML_INSTALL_DIR}/en 
SUBDIR kcontrol/blockdevices

Let's see what Albert says.
