Not the solution, but the reason:

KHelpcenter is using the english documentation and screenshots as fallback, if 
there are no localized docs + screenshots. Therfor language teams don't take 
any locale independent screenshots (no tranlatable text) and save them in the 
appropriate docbook folder.

docs.kde.org does not have this fallback mechanism, uses only the png's in the 
current folder - and fails :(
