No. This feature is used by the most of us to have different wallpapers in  
each virtual desktop. ;)

Please, read Plasma Handbook as explained below or the following UserBase  
pages (Plasma developers prefer UserBase for their documentation). You can  
do it by ticking the option in Taskbar settings (can be open by the  
right-click on Taskbar if widgets not locked).

These dialogs are documented in Plasma manual. Just type  
help:/plasma-desktop/index.html in Konqueror, click on "Plasma manual"  
entry in KHelpCenter, or just F1 in the corresponding dialogs (at least  
KDE 4.4 needed).

Please file a bug on bugs.kde.org (kwincompositing KCM docbook). If you  
have some materials on these topics for docs, please share them in this  
list. ;)
