Can you articulate more precisely, who offers and who does not allow?

We will send our specialists to make deal with this bad guy! ;)

Anyway, if you want Pidgin to be more integrated with KDE feel free to  
report bug against Pidgin [1, 2]. Pidgin does not have any integration  
with KDE. It's not a shame for Gtk/GNOME application, but...

If you want Pidgin to be packaged in Kubuntu or ported to KDE, feel free  
to file bug report against Kubuntu [3].
