Works in trunk revision 971287
Clicking on Help -> Korganizer Handbook brings the handbook in KHelpCenter.

Seeing that the handbook exists since 2000, I can only imagine a problem from
your distribution. Probably it is not installed. Can you check if you really
have that doc installed in 
$KDEDIRS/share/doc/HTML/en/korganizer 
and list the content of that dir as a comment, thanks.
