[kde-doc-english] Making entities in general.entities translatable

Hello,

in /kdelibs/kdoctools/customization/entities/general.entities are usually only 
entities which don't need a translation like capitalization of application 
names or trademarks etc.

These entities can't be overridden with a translated entity in 
lang/user.entities, see comment in the header of lang/user.entities ("In the 
case of name clashes, entities in this file always lose").

But there are some entities that we in the german team would like to have them 
translatable to use these entities in the translated documentation:

<!ENTITY catalogmanager "<application>Catalog Manager</application>">
<!ENTITY kruler "<application>KDE Screen Ruler</application>">
<!ENTITY lskat  "<application>Lieutenant Skat</application>">
<!ENTITY systemsettings "<application>System Settings</application>">
<!ENTITY zui "<application>Zooming User Interface</application>">

To make them translatable and make it possible to use the entities in the 
translated documentation, they have to be moved from 
kdelibs/kdoctools/customization/entities/eneral.entities to 
kdelibs/kdoctools/customization/en/user.entities and added with a proper 
translation to every kdelibs/kdoctools/customization/lang/user.entities to 
make generating of language docs and compiling of a language possible.
