It's a little difficult, since it depends on where the actual bug lies. As 
you've probably seen from recent messages to the list, this can all be a bit 
complicated. I think the best thing is to report against the application, and 
put a CC for kde-doc-english. The app maintainer can always move the report 
to khelpcenter if necessary.
