[kde-doc-english] Work-in-progress: check_preferred2.pl

Philip, attached are three files:

a first try at an enhanced check_preferred.pl script
a modified preferred_forms input file (see comments)
a test docbook file

I think I can get there but I have to iron out a couple of things first 
(fine tune regexes, translate slurped files character positions into 
line:char positions).

Advice welcome (sorry about the indentation, I can't tame my XEmacs to 
get away from my default two-character indentation).
