The plan looks great, and I agree with your ordering of phases.

That's no problem at all - in fact, we prefer people to start off with writing 
in plain text, for the reasons you mention. We can easily add the docbook 
markup later if the content is there.

Generally keep screenshots as small as reasonably possible, but there's no 
hard-and-fast rule for size. Use the default widget style (plastik), colour 
theme ('kde default') and windeco (also plastik) for consistency.

KDE documentation is licensed under the GNU Free Documentation Licence, which, 
much like the GPL, allows anyone to make modifications. You can find the text 
of the FDL at:

and some information about the KDE use of the FDL at:
http://l10n.kde.org/docs//doc-primer/licenses.html
