The KDE HIG is currently in development. You can find it in SVN under 
trunk/www/areas/guidelines/. If you're interested in working on development 
of the HIG, you can contact the kde-usability at kde.org mailing list. If you're 
an application author looking for guidelines, I expect the best thing to do 
would be to try to follow existing KDE applications as far as possible, since 
the HIG isn't finalized.
